摘要:
小农家庭经营的现代化构成了我国农业现代化的主要矛盾。以土地托管和联耕联种为代表的农业服务规模化实践，是解决这一矛盾的有益探索。研究发现，两种模式共同的运作机制在于，村社组织将农户分散经营的关键生产活动整合起来形成规模，再作为中介对接外部的农业服务主体，从而实现农业服务的规模化。其中的关键在于，村社组织发挥主导作用将分散的农民进行组织化，从而弥补小农家庭经营的不足。在此过程中，既要尊重农民的意愿，又要发挥行政力量的推动作用。而当前在农民意愿协调、村社统筹作用发挥和政府部门推动三方面都存在一定的现实困境，直接制约了农业服务规模化的推进。对此，文章提出了若干对策建议。
Abstract:
The modernization of small-scale family management constitutes the main contradiction of China’s agricultural modernization. The large-scale practice of agricultural service represented by land manage-ment and joint farming is a useful exploration on the solution to this contradiction. It is found that the common mechanism of the two modes is that the village organization integrates the key productive activi-ties of the farmers’ diversified operations and forms the scale of the agricultural service as the intermedi-ary docking, so as to realize the scale of the agricultural service. The key is that the village organizations play a leading role in the decentralization of the farmers to organize, so as to make up for the lack of small family farming. In this process, it is necessary to respect the wishes of farmers, but also to play the driving force of administrative power. At present, there are some realistic dilemmas in the willing-ness of farmers to coordinate, the role of village co-ordination and the promotion of government depart-ments, which directly restrict the large-scale promotion of agricultural services. In this regard, the arti-cle has put forward a number of countermeasures and suggestions.
