摘要:
人类社会形态的变迁是一个不断向现代化社会发展的历程,改革则是推动现代化进程的根本动力。农村改革与农业农村现代化的内在逻辑决定了新发展阶段推进农业农村现代化必须依靠全面深化农村改革。新中国成立以来的现代化建设历程始终伴随着经济体制改革的进程,以改革推进农业农村现代化大致经历了土地改革和生产合作化、统分结合的农村双层经营制度改革、农村市场化改革、新型城镇化和城乡基本公共服务均等化四个阶段。新发展阶段是推动城乡融合发展、构建新型工农城乡关系的新阶段,以全面深化农村改革推进农业农村现代化必须在坚持促进城乡融合发展的基础上促进体制机制创新、优化城乡和区域发展结构,在维护农民根本利益基础上不断深化农村土地制度和基本经营制度改革,完善强农惠农富农支持制度,逐步构建适应新质生产力发展的新型生产关系,解放和发展农业新质生产力,进而推动乡村全面振兴和农业农村现代化。
Abstract:
The transformation of human society is an ongoing journey toward modernization, with reform serving as the pivotal impetus propelling this process forward. The intrinsic rationale behind rural revitalization and the modernization of agriculture and rural areas necessitates that, at this new phase of development, the advancement of these sectors is contingent upon a thorough and holistic deepening of rural reform. Since the establishment of New China, the trajectory of modernization has been inextricably intertwined with the reformation of the economic system. The journey of propelling agricultural and rural modernization through reform has unfolded across roughly four stages: the initial land reforms and cooperative production, the restructuring of the rural two-tier management system that blended centralization with decentralization, the shift toward market-oriented reforms, and the current era characterized by new urbanization and the equalization of basic public services between urban and rural sectors. Embarking upon this new developmental stage, we are presented with the opportunity to foster integrated urban-rural development and to forge new worker-peasant relations between urban and rural areas. To advance agricultural and rural modernization through comprehensive rural reform, it is imperative to uphold the principle of integrated urban-rural development, to catalyze institutional and mechanistic innovation, and to refine the structure of urban-rural and regional development. We must further intensify reforms of the rural land system and the foundational management structures, safeguarding the core interests of the peasantry. This involves refining the frameworks that bolster agriculture, benefit farmers, and enrich rural communities. In doing so, we will systematically establish institutions that align with the new levels of productivity and progressively cultivate new forms of production relations that are consonant with the evolving productive forces. Ultimately, this approach will liberate and enhance the nascent agricultural productive forces, thereby promoting the comprehensive rejuvenation of the countryside and the thorough modernization of agriculture and rural life.
