摘要:
健全农业社会化服务体系有助于将小农户引入现代化农业发展轨道中,也是实现以小农户为主体的中国式农业现代化的重要途径。以“有为政府”和“有效市场”的协同为基本理论线索,并利用江苏农业社会化服务典型模式,系统分析农业社会化服务发展的内在机制与创新路径。分析发现,推动农业社会化服务发展的内在机制包括政府目标导向下的正向激励、资源整合下的配置效率提升、科技创新下的服务水平提高、协同增效下的多元主体利益联结四方面内容。本文从“有为政府”和“有效市场”协同视角,探讨了应如何根据自身要素禀赋,切实推动农业社会化服务高质量有序发展。
Abstract:
A robust agricultural socialized service system can effectively integrate small farmers into the trajectory of modern agricultural development, serving as a crucial avenue for achieving Chinese-style agricultural modernization centered around small farmers. This paper takes the synergy between a "proactive government" and an "efficient market" as its foundational theoretical framework, employing typical cases of agricultural socialized services in Jiangsu Province to systematically dissect the internal mechanisms and innovative pathways underpinning the development of these services. Through the examination of these cases, it is observed that the internal mechanisms driving the advancement of agricultural socialized services generally encompass four key dimensions: positive incentives aligned with government objectives, enhanced resource allocation efficiency through integration, elevated service standards fostered by technological innovation, and the establishment of interconnected subject relationships via mechanism design. Ultimately, this paper delves into strategies for effectively fostering the development of agricultural socialized services based on one’s unique factor endowments, from the vantage point of coordinated efforts between a "proactive government" and an "efficient market".
