摘要:
在当下中国,随着以"技治主义"为核心的数字乡村建设的发展,乡村社会治理逐步显现数字治理与乡村礼俗社会运行二者之间衔接不畅的问题。这一现实反映出,以技术理性为核心、以现代性为导向的数字治理与以价值理性为核心、以传统习俗为准绳的乡村礼俗社会二者之间存在着潜在张力。这一潜在的张力,在乡村治理实践中表现为由于二者在自身所要求的制度规范、过程适应以及价值耦合等方面的差异性而产生的抵牾、摩擦乃至排斥,但这并不表明数字治理和乡村礼俗社会之间是不可调谐的。在一定条件下,二者又是可以相互融合并达成相互依存的同一体。要实现这一目标,就需要国家和地方政府在制定和执行政策过程中,既要适切地评估数字治理嵌入乡村礼俗社会后技术理性作用、正式制度运行、过程衔接顺畅以及价值理性耦合等方面的治理效能,又要重视和运用好乡村礼俗社会固有的非正式制度、礼俗秩序以及乡土人情等文化传承禀赋的治理价值,并在价值取向、治理边界以及运行秩序等方面进行调谐,逐步构建二者相融相合、相互依存的乡村治理体系。
Abstract:
In current China, with the governance pattern and policy direction with technological rationality as the core being constructed gradually, the rural governance presents a problem of incompatibility between digital governance and the operation of rural etiquette society, which reflects the potential tension between digital governance with technological rationality as the core and modernity as the guide, and rural etiquette and custom society with value rationality as the core and traditional customs as the criterion. This potential tension is manifested in the practice of rural governance as contradiction, friction and even exclusion due to the differences between the two in terms of institutional norms, process adaptation and value coupling required by themselves. However, this potential tension is not to be misadjusted. Under certain conditions, they can be integrated and be interdependent as well. In order to achieve this goal, it is necessary that in the process of national and local policy formulation and implementation, we should not only properly evaluate the effectiveness as digital governance embedded in rural etiquette society in terms of technical rationality, formal system operation, smooth process connection and value rationality coupling, but also evaluate the benefits of the cultural inheritance endowment of rural etiquette society in terms of its inherent informal system, etiquette order and local human feelings. It is required that a rural governance system be built gradually, in which the value orientation, governance boundary and endogenous order should be adjusted and integrated between digital governance and rural etiquette and custom society as whole.
